[calendar] timezone offset issue

Hi,

I am from Brussels, GMT +1 and +2 in summer.

I want to insert an event at 8 o'clock.
$startDate = "2010-05-04";
$startTime = "08:00";
$tzOffset = "+01";
$when = $cal->newWhen();
$when->startTime = "{$startDate}T{$startTime}:00.000{$tzOffset}:00";

The problem with the code above, is that I will see an event at 9 o'clock in my calendar, which is also configured to GMT+1 Brussels.
So I don't understand the use of the timezone offset ... Seems that I shouldn't specify the timezone offset because it will just addition/subtract hours.

Ok, I notice I was wrong, seems that I need to specify +2 to have it at the expected time ...
However Brussels is GMT +1
