Issue tracker down for upgrades

Greetings, all --

Our issue tracker is currently down for upgrades. We should be back up
around 13:00 PST (approximately 1.5 hours).

Thank you for your patience while we upgrade!

I'm trying to Attach a file to an issue that is already in before the upgrade and I don't have the option to attach a file any more.

Just though I would share.

I believe Ralph fixed this last night, and I'm indeed seeing an "attach
file" link now.

Yep, sure did, and tested it with one of my issues, as well as tested
downloading of old attachments.  It should be good to go now.
